PC increases state’s annual plan size, assures support for development
ITANAGAR, July 14: Annual Plan discussions between Deputy Chairman Plannng Commission, Dr. Montek Singh Ahluwalia and Chief Minister Dorjee Khandu were held today.

The increase in Central Assistance has been for development in areas of connectivity (roads & bridges), power, education, health, agriculture, horticulture, industry, forest, capacity building & absorption capacity, etc.
Chief Minister extended sincere thanks to the entire Planning Commission team under Montek Singh Ahluwalia for tremendous support extended to Arunachal Pradesh during last few years.
He hoped that Planning Commission of India will continue to extend its generous support to Arunachal Pradesh. He indicated that most of plan requirements of the state have been successfully addressed by the Planning Commission through various windows such as Annual Plan, PM’s Package, and Special Plan Assistance etc.

Finance Minister Kalikho Pul insisted that cost of project execution in hilly terrain of Arunachal Pradesh is higher and therefore higher Central assistance is required. He stressed that Arunachal Pradesh should not be compared with other states due to its strategic location and requested that the requirement of 10% state share should be relaxed.
He pleaded for special assistance to the State Government for giving 30 months arrears of Rs 600 crores and requested that Planning Commission should support the case of the state strongly before Ministry of Finance, Government of India.
Minister (PWD), Nabam Tuki, while pleading for support of Planning Commission before the Ministry of Finance, Government of India for making resource available to discharge the liability of 6th Pay Commission package, expressed hope that Planning Commission of India will continue to extend its generous support to Arunachal Pradesh.

ITANAGAR, July 14: Two traders of Naharlagun and three traders of Nirjuli have been booked for violation of Standards Act by the Mobile Team of Legal Metrology & Consumer Affairs Department today.
The team detected a considerable number of irregularities from (i) M/s Pootighar, (ii) M/s Green Valley Enterprise of Naharlagun (iii) M/s Laxmi Enterprise, (iv) M/s Shyam Store and (v) M/s Sree Ram Store of Nirjuli.
Special mention of today’s inspection was that exercise books meant for school children, FC paper and note sheet were detected selling at pages far below the declared specified pages viz. a note sheet pad of 100 sheet was found containing only 55 – 65 sheet. The team will however, continue to inspect business establishments of the Capital Complex from time to time for safety & protection of the consumers. Instructions are also issued to all district units of the department for similar action, an email sent by K.P. Tago, ACLM.
The department appealed the consumers of the state to keep their vigil on unscrupulous trading practices and to come forward with their grievances either to the nearest office of Legal Metrology & Consumer Affairs department or to lodge complaints to respective District Forum.

Seppa area may become hub in future for orange production in Arunachal Pradesh
ITANAGAR, July 14: Prof. Binay Singh and Dr Padam Raj Gajurel Department of forestry, NERIST visited East Kameng District especially Pakoti and Bana to evaluate the work of CCS scheme undertaken by Horticulture Department from July 11 to 13 last.
During the visit they also observe the potentiality of Horticultural crops for socio economic development of the people in the area and revealed that the Seppa area has great potential in horticultural crops particularly in orange production.
The visit was conducted along with the officials of Department of Horticulture, Seppa. It was found that the people of the area are interested in organic farming with the initiative taken by Department of Horticulture particularly in horticultural crops such as Orange, Banana and Pineapple.
The faculty member of NERIST also observed that the climatic condition and soil quality of the area is favorable for these crops.Bana area has become now one of the major orange production center of the state besides, Along, Basar, Pasighat and Wakro. Already about 1500 ha area has been covered under orange plantation. The observation of few plantation of the area revealed the healthy growth of the plant with sufficient production of fruit.
Apart from growing the plants some of the progressive farmers are also earning good income through established Nursury of orange. The state government has taken good initiative in the horticultural sector in the area.
The faculties members also discussed thoroughly with the farmers about various issues and prospects of organic farming and showed their interest to support them providing technical know how.
It has also been found that the biggest problems for the farmers are the marketing and post harvest managements of their products.
The state government should take proper measures to solve the marketing and post harvest management including cold storage which will encourage the farmers to produce more crops, benefiting themselves as well as the state government.

Power restored in Pasighat, dept calls for adequate quota
PASIGHAT July 13: Much to the relief of the people, power supply in Pasighat have been restored.
After putting hectic efforts of the officers/engineers of Power (electrical) department Pasighat Division, the power supply line from Aalo to Pasighat has been restored.
The town was reeling under darkness because CT (current transformer) was burnt in the Circuit Breaker at substation, of Power Grid Corporation at Aalo from where the power quota of Pasighat is transmitted and a Disc in between Aalo and Pangin was also burnt, the concerned department informed.
The SE Rokom Bado and EE Pasighat Division Okom Siram expressed dissatisfaction over the existing ‘Quota’ against the East Siang district, provided by the Central Power Allocation.
The SE in an official statement apprised that as per existing norms the Central Power Allocation authority allocates 500 KW only against the district, presuming that the district have 1500 KW (1.5 MW) from state sector. In fact, the electrical (power) division Pasighat, is not getting this much quantity from local source/power generator.

PASIGHAT July 14: East Siang district is basically an agricultural district with 60 % of its total population depending entirely on agriculture for their livelihood. The farmers of East Siang district largely dependent on paddy cultivation during monsoon, but this year the total cropped area has gone dry due to prolonged sunny weather and scanty rainfall. Albeit, the much awaited rains arrived in 1st part of July and continued for couple of days, but the down poured was quite insufficient.
The ZPM (Bogong) Okom Tamuk appealed the District Agriculture authority to arrange and provide more subsidized pump sets to the farmers instead of PDMs (Paddy Dehusking Machines) which would more help the farmers.
Few could install pump sets with nearby water sources but maximum paddy seedlings have become dry due to drought.
Traditional prayer will be organized on the riverbank of Sibokorong, just 2 Km away from Pasighat with the hope of sufficient rainfall and bumper harvest on July 15 next.
District Horticulture Office reaches out to people
ANINI, July 14: Department of Horticulture with a noble mission to encourage small farmers to take up horticulture as mainstay of livelihood has launched the month long training cum awareness campaign under Bamboo mission technology, integrated development of horticulture and monsoon plantation programme in the Dibang Valley district since May last.
“Go to the people”, is a message carried by the Anini District Horticulture Officer Nawang Lobsang accompanied by the Horticulture Development Officer Despite hostile terrain and rough weather, the team has traveled by light Gypsy to the Maliney, an international border out post manned by ITBP jawans to disseminate information relating to horticulture activities and bamboo related activities for speedy development of economically backward tribal community.
Anini, with its moderate climate, has more than 10 varieties of bamboo plants, such as Phyllostachys bambusoides, bambusa tulda, pallida besides which are found in the wild.
DHO, Lobsang was of view that it has a lucrative option for the progressive farmers in the district.

Women in the state Capital are busiest gamblers and men; their husbands are spectators of the games. The so called gambling, Boli, being played in a large scale, is turning to be a fashion and making the women addicted to it. Statistically, 63 per cent of the gamblers are Govt service holders, 27 per cent business women and 10 per cent are wives of politicians and Govt officers. Though no report of any offence among the gamblers has so far been reported, however, as per observations of common people, lot of disadvantages are found in this game.

Since 63 per cent gamblers are Govt service holders, they always discontinue their charter of duty that leads to pending of Govt duty and harassment to public. It is because of this gambling, that bank officials minimized the amounts of cash withdrawal in all ATM servicing centers and the common people are being harassed unnecessarily. So the gambling is a cime, whatever nature and system of play it may be.
In a nation like India, there may have no law, which binds women from gamble any way. We orally assume that women’s gambling is a stigma, which is treated as a social crime, hence it is punishable. However, the Govt of Arunachal Pradesh, NGOs, students union etc may have different perspective on this but the state State Women Commission should initiate some measures to stop the rampant gambling among the women of the state. In addition to it, the Church leaders should organize a crusade against the gambling and against those addicted to it.

Arunachal Pradesh Man Power and Project Consultancy Ltd does not follow the MoU signed between SSA Rajya Mission, Itanagar and APMPCL.
The recent interview conducted by the APMPCL for the posts of IT facilitator and coordinator was not legal and not in accordance with the MoU. Salaries of the facilitator and coordinator and term of appointment for the IT facilitator are not in conformity with the MoU.
Moreover, no advertisement was published in local media by the APMPCL for the appointment and the interview was conducted by single person.
As per the MoU the qualification of the IT facilitator must be graduate, BCA etc, but even the Class X pass candidate are appointed.
Therefore, we the IT facilitator of Arunachal Pradesh would like to appeal the education department to dismiss the APMPCL for not following the MoU.

Kalling has set an example for Arunachalee students who are pursuing their studies in Delhi. We are really proud of him. He has done his graduation from Ram Jas College, New Delhi and was the topper in B A Final year examination 2009 in both ST and general categories.
