PC increases state’s annual plan size, assures support for development

ITANAGAR, July 14: Annual Plan discussions between Deputy Chairman Plannng Commission, Dr. Montek Singh Ahluwalia and Chief Minister Dorjee Khandu were held today.

Planning Commission has approved Annual Plan size of Rs 2100 crore for 2009-10 compared to Rs. 2065 crore for last years plan. The revised Annual Plan of last year was Rs 1886.77 crore and with Rs 2100 crore plan size this year, there has been a rise of 11.3% in plan size. The rise in Central Assistance has been 22% over last year.

The increase in Central Assistance has been for development in areas of connectivity (roads & bridges), power, education, health, agriculture, horticulture, industry, forest, capacity building & absorption capacity, etc.

Chief Minister extended sincere thanks to the entire Planning Commission team under Montek Singh Ahluwalia for tremendous support extended to Arunachal Pradesh during last few years.

He hoped that Planning Commission of India will continue to extend its generous support to Arunachal Pradesh. He indicated that most of plan requirements of the state have been successfully addressed by the Planning Commission through various windows such as Annual Plan, PM’s Package, and Special Plan Assistance etc.

He also thanked the Planning Commission for supporting many of the State’s projects in various ministries during this time. Chief Minister thanked Ahluwalia for paying visit to remote areas of Arunachal Pradesh despite extremely inclement weather in the month of February and later visits of the then Principal Advisor along-with the Advisor, Planning Commission S. Brohmochowdhary. Khandu said that the visits of such senior functionaries from the Government of India are mutually very much beneficial. The Government of India officials get first hand exposure of the area during such tours and in turn our officers also get benefited from the expertise and advice from officers of Union Government.

Khandu said that right from the day one in his office, he has been advocating about sound monitoring mechanism to ensure that the funds are used efficiently and to the fullest satisfaction of the people at large. The State Government took many initiatives including hosting all information on respective web-sites, photography of the projects at regular intervals, state level and district level monitoring committees involving the panchayat raj leaders and taking the same analogy to sub-divisional and district level, direct involvement of Deputy Commissioners in the monitoring and the revolutionary idea of third party monitoring.

Chief Minister insisted on connectivity, problems of remoteness, lack of power transmission & Distribution lines and other social & economic infrastructure.

In addition to the request for funds under Annual Plan, Chief Minister also requested Planning Commission to impress on the Ministry of Finance, Government of India to provide financial assistance to tide over the liabilities accrued due to 6th pay commission.

Planning Commission appreciated the initiatives of Arunachal Pradesh like third party monitoring, fiscal discipline, progress of implementation of Prime Minister’s package and asked the state Government to continue with its reform measures.

Finance Minister Kalikho Pul insisted that cost of project execution in hilly terrain of Arunachal Pradesh is higher and therefore higher Central assistance is required. He stressed that Arunachal Pradesh should not be compared with other states due to its strategic location and requested that the requirement of 10% state share should be relaxed.

He pleaded for special assistance to the State Government for giving 30 months arrears of Rs 600 crores and requested that Planning Commission should support the case of the state strongly before Ministry of Finance, Government of India.

Minister (PWD), Nabam Tuki, while pleading for support of Planning Commission before the Ministry of Finance, Government of India for making resource available to discharge the liability of 6th Pay Commission package, expressed hope that Planning Commission of India will continue to extend its generous support to Arunachal Pradesh.

The meeting was also attended by Parliamentary Secretary (Planning) Tsewang Dhondup, Chief Secretary Tabom Bam, K.D. Singh, Principal Secretary to CM, H.K. Paliwal, Principal Secretary (Power & Co-ordination), V.K. LM and CA continue crackdown on business establishments

ITANAGAR, July 14: Two traders of Naharlagun and three traders of Nirjuli have been booked for violation of Standards Act by the Mobile Team of Legal Metrology & Consumer Affairs Department today.

The team detected a considerable number of irregularities from (i) M/s Pootighar, (ii) M/s Green Valley Enterprise of Naharlagun (iii) M/s Laxmi Enterprise, (iv) M/s Shyam Store and (v) M/s Sree Ram Store of Nirjuli.

Special mention of today’s inspection was that exercise books meant for school children, FC paper and note sheet were detected selling at pages far below the declared specified pages viz. a note sheet pad of 100 sheet was found containing only 55 – 65 sheet. The team will however, continue to inspect business establishments of the Capital Complex from time to time for safety & protection of the consumers. Instructions are also issued to all district units of the department for similar action, an email sent by K.P. Tago, ACLM.

The department appealed the consumers of the state to keep their vigil on unscrupulous trading practices and to come forward with their grievances either to the nearest office of Legal Metrology & Consumer Affairs department or to lodge complaints to respective District Forum.

 

Arunachalee in Limca book of records

ITANAGAR, July 14: Ranphoa Ngowa’s has inked his name in the record books by creating a world Record in solving the world largest commercial jigsaw challenge and registering his name in the World Record Academy and Limca Book of Records. He is the first Arunachalee to find mention in World Record Academy & Limca Book of Records.

Over 1,82,000+ sharpest minds from all over the country participated in this online challenge in the site www.stay-sharp.in and ended up creating a World Record for solving the World’s Largest Commercial Jigsaw Challenge, which is registered with the World Record Academy, the Limca Book of Records and is awaiting response from the Guinness Book of World Records.

In order to amplify the excitement of this World Record and let people enjoy a physical feel of the jigsaw puzzle, the entire 25,000 online puzzle was solved physically on ground at Select City Walk Mall, Saket, New Delhi from the 3rd to 7th of July, by the designer Royce B. McClure along with the leaders of the challenge. Amongst the leaders of the challenge who have been flown in Delhi from all over the country, from 6th-8th July, 23-year old Ngowa was ranked 6th in the challenge and his fastest time for solving the online puzzle being recorded at 31 secs.

Actress Konkana Sen Sharma, Chairman of HUL (Hindustan Unilever Limited) Vikram Grover and the Jigsaw Genius Royce B. McClure distributed the World Record Certificate to all the top leaders of the Jigsaw challenge.

A computer science Final Year student of NERIST, Ranphoa Ngowa is from Kheti in Tirap district. His areas of interest are quite unique too. Vedi Mathematics, memory techniques and date and calendar are some of his interest!

He has won number of competitions. Now the young talent is looking for funds and sponsors to take him to the World Rubik’s Cube Championship to be held in Düsseldorf in Germany from Oct 9-11.

 

Seppa area may become hub in future for orange production in Arunachal Pradesh

ITANAGAR, July 14: Prof. Binay Singh and Dr Padam Raj Gajurel Department of forestry, NERIST visited East Kameng District especially Pakoti and Bana to evaluate the work of CCS scheme undertaken by Horticulture Department from July 11 to 13 last.

During the visit they also observe the potentiality of Horticultural crops for socio economic development of the people in the area and revealed that the Seppa area has great potential in horticultural crops particularly in orange production.

The visit was conducted along with the officials of Department of Horticulture, Seppa. It was found that the people of the area are interested in organic farming with the initiative taken by Department of Horticulture particularly in horticultural crops such as Orange, Banana and Pineapple.

The faculty member of NERIST also observed that the climatic condition and soil quality of the area is favorable for these crops.Bana area has become now one of the major orange production center of the state besides, Along, Basar, Pasighat and Wakro. Already about 1500 ha area has been covered under orange plantation. The observation of few plantation of the area revealed the healthy growth of the plant with sufficient production of fruit.

Apart from growing the plants some of the progressive farmers are also earning good income through established Nursury of orange. The state government has taken good initiative in the horticultural sector in the area.

The faculties members also discussed thoroughly with the farmers about various issues and prospects of organic farming and showed their interest to support them providing technical know how.

It has also been found that the biggest problems for the farmers are the marketing and post harvest managements of their products.

The state government should take proper measures to solve the marketing and post harvest management including cold storage which will encourage the farmers to produce more crops, benefiting themselves as well as the state government.

 

ATU demands publication of result

ITANAGAR, Jul 14: Arunachal Tribal Union (ATU) appealed the concerned department for immediate publication of written interview result of APO and JE, before implementation of Election Modal Code of Conduct.

It said the interview was conducted by Department of UD and PHED for the post Assistant Project Officer (APO) and Junior Engineer (JE) Civil, Electrical and Mechanical on December and January last.

Meanwhile, it said that the winner’s of Play win game and Sub-retailers Agency are facing problems due to delayed payment to the winning ticket since last three years, which is operating under the supervision of lottery department, government of Arunachal Pradesh.

It appealed the Secretary, lottery department to look into the grievances and take immediate step for payment of winning ticket.

 

ATSU demands re-tendering

ITANAGAR July 14: All Tirap Students’ Union (ATSU) urged that RGGVY package work (supply/erection) estimated cost Rs 6, 30,00000 (six crore thirty lakhs) for Khonsa to Lazu be re-tendered immediately.

The union alleged that firm M/s Halder Enterprise and its Attorney holder one Vijay Kumar Tayal from Tinsukia, Assam executing the same was suspended for submitting a fake bank guarantee obtained from Union Bank of India Chapakhowa, Assam.

It further alleged that power grid work for construction of Khathalgury, Deomali Line (SH: Building, roads, culverts, drains and under ground water tanks, internal and external electrification of the colony) estimated cost of Rs 3.96 crores should be re-tendered as the same person with the power attorney of M/s Capital Enterprise, Naharlagun has failed to submit Bank Guarantee Certificate at the specific time.

Such defaulters should be punished and not allowed to halt any development process in Tirap, ATSU said and further alleged that the concern authority is showing no interest in the matter which is hampering developmental process of the area.

The union demanded for re-tender for both the works and legal action against the defaulters within July, failing which the union would take its own course of action.

 

Tour held to assess ground realities

ITANAGAR, July 14: Sangram Anchal segment Zilla Parishad Member Tai Yapang, Anchal chairperson Tamchi Kamey, public leader Bamang Felix accompanied by many panchayat leaders, GBs, youths and other prominent senior leaders did an extensive tour to all the villages of Sangram administrative circle to asses the ground realities of living condition of the people from June 30 to July 9 last.

Yapang informed that the people strongly resented the stagnation of development for the last ten years in the circle.

She further said that the people expressed on the need for leadership change for the over all development of the constituency.

Public leader Bamang Felix urged upon the people to exercise their adult franchise with right maturity and conscious to elect a capable leader in the coming assembly elections.

He further assured the people to play a model role in developing the area if elected as their representative.

State BJP launches Mandal Chalo Abhiyan

ITANAGAR, July 14: Keeping an eye on the ensuing Assembly election, the state BJP unit here launched  senior leaders’ Mandal Chalo Abhiyan today.

Former Lok Sabha MP and BJP, National Secretary, Kiren Rijiju lunched his first leg of the programme from Lower Subansiri today which would continue up to July 30 next.

During the programme state senior leaders would assess the ground level positions of the Party and interact with the party workers, well wishers and sympathizers towards  in various districts. The objective of the party’s Mandal Chalo Abhiyan is to focus on the malfunctioning of the ruling Govt, build confidence of the party workers, well wishers and sympathizers besides to tell the people that Bharatiya Janata Party can give the leadership to the state.

Rijiju would be the star campaigner in October 2009 Assembly elections in Arunachal Pradesh with the central leadership assuring full support and cooperation. The party for the first time decided to rope in all the 60 (Sixty) Assembly seats with a mission for change, according to a party release.

 

14th Doimukh Youth Festival

ITANAGAR, Jul 14: 1st ever Mega Youth Festival was jointly conducted by Kimin, Doimukh, Balijan and Taraso youths at Balijan from July 10-12 to create feelings of brotherhood amongst the youths and aware the people on education and area development.

Speaking on the occasion, Former MP and Adviser to Chief Minister Nabam Rebia highlighting on Global warming, urged the youth and the villager to plant more tree to have a healthy environment.

He also participated on the seminar on preservation of natural resources, protection of wild life, awareness on HIV/AIDs and preservation of cultural heritage of Nyishi community.

Kimin youth team won the running football trophy of five Zila Segment, 14 Doimukh Constituency.

Meanwhile, Kimin Zilla Segment has been selected as venue for the second Mega Youth Festival 2010.

 

Unions demand appropriate action

ITANAGAR, July 14: All Upper Subansiri District Students’ Union (AUSDSU) and All Tagin Students’ Union (ATSU) demanded the state government to take appropriate action against the appointment of IT facilitator by the Commissioner SSA.

The unions said that in 2005-06 under SSA’s CAL programme Rs 10.78 lakhs was sanctioned and appointment of IT facilitator was made from outside the district and the programme was a complete failure.

For the current session of 2008-09, Rs 41.69 lakhs has been sanctioned under the same programme which was handed over to APM & PCL for implementation the unions said and claimed that once again the mistake has be repeated with the appointment of IT facilitator from outside the district.

Such appointments are the in violation of the SSA guidelines as per the recruitment of IT facilitator, the unions added.

The appointees residing in another district seldom perform their duty the union alleged and further added the local youths are deprived of employment opportunity.

The unions demanded immediate action against Commissioner SSA for showing nepotism in recruitment procedure within one month.

 

Free health and awareness camp

ITANAGAR, Jul 14: All Arunachal Pradesh Orphan Students’ Welfare Association (AAPOSWA) in collaboration with Seijosa Sub-divisional inter Village Community Welafare Association and Ramakrishna Mission Hospital, Itanagar conducted free medical camp cum health awareness program and free medical checkup at Seijosa on July 12 last.

Altogether, 586 patients attended the camp and medicines were provided free of cost the needy patients.

Dr. M Kare, Dr. K Tamar and two lab technicians Amal Maity, Giridhari Dalai three Swamijis from RK Mission and ASM Mepung Tana Tara attended the camp.

Meanwhile, SSDIVCWA, Takum Nabum and ASM Mepung Tana Tara appreciated AAPOSWA and RK Mission Hospital for carrying out medical and awareness camp in the rural areas for the benefit of the poor patients.

 

Mra to scale Karadadi

NAHARLAGUN, July 14: My next target will be to scale the unexplored Karadadi peak in Indo-China Border under Kurung kumey sector and to infuse the craving for an adventure sports to the younger generations of the state, said Arunachalle Evrester Tapi Mra.

The fast civilian Evrester from the North East disclosed his desire to scale Karadadi while sharing his experience with the officers of Lower Subansiri District when he called on the Lower Subansiri Deputy Commissioner, Sadhana Deori at her office today.

A person with vision and determination can achieve anything and can be successful in any field said Mara while requesting the officers to guide the younger generations for opting exploring into the adventure sports sector.

The path to every success is full of obstacles and one need to clear it with full determination and that was exactly what I did to summit Mt. Everest.

I had planned it for last fifteen years and had faced lost of difficulties but my achievement at last is sweet and it remains for ever, he said.

After having achieved his school days ambition, he is still craving to do more for the nation and particular for the state. As part of it, he is touring Lower Subansiri Visiting schools to share his experience and encourage children to set a target and have a vision in life.

Despite ample financial and moral help from the state Government including the Governor, Gen (Rtd) J.J. Singh, Chief Minister Doorjee Khandu, State Tourism Secretary Bandhana Deori and others, he had to face acute financial crisis while summiting the world highest peak.

The situation worsened to the extent that he had to stay back at Nepal for days together for want of money for procuring a return journey ticket but thanks to State Tourism Secretary Bandhana Deori for managing it out, he informed while thanking the state government, and his indebtedness to his individual well wishers and NGOs including Tagin Welfare Society, Taro Opey Foundation etc. for their moral and financial support.

Lower Subansiri Deputy Commissioner, while felicitating Mara, who took 53 hours and 40 minutes, the Indians fastest and worlds 7th fastest Evrester said, it would be easier for our youths to summit the Everest as you have shown the way. DIPR.

 

Power restored in Pasighat, dept calls for adequate quota

PASIGHAT July 13: Much to the relief of the people, power supply in Pasighat have been restored.

After putting hectic efforts of the officers/engineers of Power (electrical) department Pasighat Division, the power supply line from Aalo to Pasighat has been restored.

The town was reeling under darkness because CT (current transformer) was burnt in the Circuit Breaker at substation, of Power Grid Corporation at Aalo from where the power quota of Pasighat is transmitted and a Disc in between Aalo and Pangin was also burnt, the concerned department informed.

The SE Rokom Bado and EE Pasighat Division Okom Siram expressed dissatisfaction over the existing ‘Quota’ against the East Siang district, provided by the Central Power Allocation.

The SE in an official statement apprised that as per existing norms the Central Power Allocation authority allocates 500 KW only against the district, presuming that the district have 1500 KW (1.5 MW) from state sector. In fact, the electrical (power) division Pasighat, is not getting this much quantity from local source/power generator.

The CSP (Central Sector Power) has allocated 500 KW to this district and out of which 200 KW are being consumed by en-route villages, Er. Bado further added.

Even after restoration of power supply, the department may not be able to provide sufficient voltage and did not rule out power-cuts unless the proposal for right quota for the district is approved by the central power allocation authority.

The local MLA Bosiram Siram while monitoring the situation held a meeting with the officers/engineers and asked them to restore the power immediately.

The consumptions and requirement of the densely populated city like Pasighat is too high and therefore the concern authority should allocate more power to the local authority, so that the CSP and SPS (Local) supply is accessible up-to 2 MW or more to fulfill the needs of the consumers. (DIPRO)

 

Mikong-Mangnang PMGSY Road remains still

PASIGHAT, Jul 14: Intellectual Forum of 37th Assembly Constituency, West Pasighat, East Siang District said that PMGSY Mikong-Mangnang Road, which should be completed on April 2008 as per the agreement done by the KT Enterprise and the Rural Work Department, government of Arunachal Pradesh, is yet to see the light of the day.

The construction was taken up by KT Enterprise in 2007 but it could not construct even 30% of the work till date, and under such circumstances the department had extended another 12 months up to April 2009, but again the said company failed to start its work in the site. The forum appealed the Chief Engineer RWD, Minister RWD and MLA 37 West Pasighat Assembly Constituency to take immediate action against KT Enterprise and direct them to surrender the contract with immediate effect and threatened to call strike, if the concerned authorities fail to address the same.

 

Paddy Crop Failure, Farmers Apprehensive

PASIGHAT July 14: East Siang district is basically an agricultural district with 60 % of its total population depending entirely on agriculture for their livelihood. The farmers of East Siang district largely dependent on paddy cultivation during monsoon, but this year the total cropped area has gone dry due to prolonged sunny weather and scanty rainfall. Albeit, the much awaited rains arrived in 1st part of July and continued for couple of days, but the down poured was quite insufficient.

The ZPM (Bogong) Okom Tamuk appealed the District Agriculture authority to arrange and provide more subsidized pump sets to the farmers instead of PDMs (Paddy Dehusking Machines) which would more help the farmers.

Few could install pump sets with nearby water sources but maximum paddy seedlings have become dry due to drought.

Traditional prayer will be organized on the riverbank of Sibokorong, just 2 Km away from Pasighat with the hope of sufficient rainfall and bumper harvest on July 15 next.

 

District Horticulture Office reaches out to people

ANINI, July 14: Department of Horticulture with a noble mission to encourage small farmers to take up horticulture as mainstay of livelihood has launched the month long training cum awareness campaign under Bamboo mission technology, integrated development of horticulture and monsoon plantation programme in the Dibang Valley district since May last.

“Go to the people”, is a message carried by the Anini District Horticulture Officer Nawang Lobsang accompanied by the Horticulture Development Officer Despite hostile terrain and rough weather, the team has traveled by light Gypsy to the Maliney, an international border out post manned by ITBP jawans to disseminate information relating to horticulture activities and bamboo related activities for speedy development of economically backward tribal community.

Anini, with its moderate climate, has more than 10 varieties of bamboo plants, such as Phyllostachys bambusoides, bambusa tulda, pallida besides which are found in the wild.

DHO, Lobsang was of view that it has a lucrative option for the progressive farmers in the district.

Bamboo is a versatile group of plants which is capable of providing ecological, economic and livelihood security to the people, Lobsang said. Under the bamboo mission technology, the District Horticulture Department, Anini ventured out to encourage farmers and impart training for getting a more in depth technical knowledge and information about the schemes in non-forest area, he said.

Similar training programmes are being also organized for the farmers at Angrim Valley, Angolin, Arzoo, Awunli, Punli and Athunli.

DHO informed adding that preparatory training to the farmers for next monsoon fruit bearing plantations such as apple, kiwi, walnut and orange plants are also being given.

He further informed that a Bamboo processing unit is proposed to be set up at Alinye, (Advance Landing Ground) incense sticks by the Department of Industries, some 16 KM far away from district headquarter with a view to facilitate the marketing of the bamboo produces and generate employment avenues for the localities.

 

Roing gets temporary respite from Power & Water

ROING July 14: The Roing citizens at last received respite from sultry summer weather with the temporary restoration of 750 KW Deopani Hydel that was non-functional following breached in the intake point on 24 last flash flood causing crisis in both power and drinking water supply in the township.

The intake point has been restored temporarily by the concerted effort collectively extended by the departments of the GREF, PHED, RWD, WRD, POWER, and PWD. The damage was massive including heavy siltation at the intake point and riverbed went down to 1.5 meters resulting harsh like condition for the department.

Though, the water in the channel started flowing once again bringing momentary respite to the people but the uncertainty still looms at large due to its (intake point) dismal state of position.

The unsafe intake point is also giving restlessness to the department especially during this monsoon season owing to its repeated breakdown, observes the Hydro Power official sources.

Shortage of labourer and mobilization of funds at the time emergency is another obstacle for the department to immediately meet with the crisis, expresses O Apum AE Hydro Civil.

Meanwhile, Y W Ringu DC also commits to manage funds from the relief for the incurred expenditure in the restoration work. "The recurring crisis of power & drinking water every year during monsoon is found to be never ending process in the township. The master plan or immediate alternate would be the need of the hour" the DC hopes.

 

Adopt new technology: ADC

DIRANG, July 13: West Kameng District Additional Deputy Commissioner, Rinchin Tashi while inaugurating the 15 days Sericulture beneficiaries training programme on Pre-cocoon technology sponsored by the Central Silk Board under the Cluster Development programme at OTCC Dirang has urged the beneficiaries to work hard and adopt scientific approach in rearing of Silk worms and plantation of Food Plants.

He said that the traditional methods used in cultivation are not applicable in this modern age. He advised the beneficiaries to become self reliant by taking up income generating schemes like Sericulture and urged the youths to help the government in implementing poverty alleviation schemes successfully.

He also said that the Youths should not run for Govt. job as every educated youth may not get good job to sustain their family.

Encouraging the beneficiaries to make full use of the training programme, Tashi advised the Nodal Textile & Handicrafts Departments to take up similar programme in other parts of the District.

Highlighting the details of the training programme, West Kameng District Textile & Handicrafts Assistant Director Dorjee Phuntso informed that the training programme is sponsored by the Central Silk Board Bangalore under the Cluster Development Programme for Pre-Cocoon Technology.

The training is for 50 beneficiaries, (25 each for Eri and Mulberry) for 15 days and stipend of Rs. 50/- per day will be paid to the beneficiaries, he added. He also informed that after this training programme the beneficiaries will be assisted for plantations of Food Plants and Rearing Houses with the financial assistance from the Central silk Board.

Speaking on the occasion, Dr. N.D. Singh Programme Co-coordinator (Krishi Vigyan Kendra Dirang) said that KVK’s main duty is to look after the activities of the allied departments like Agriculture, Horticulture, Veterinary, Sericulture and urged the beneficiaries to avail similar training programme conducted by them.

On the occasion, several district Head of Departments attended the Inaugural Function to encourage the beneficiaries.

ITANAGAR: Senior Public Leader Karto Kaye along with former general secretary, Block Congress Committee, 36 Nari-Koyu Constituency Tabom Boje formally joined Nationalist Congress Party (NCP).

Meanwhile, Boje has been appointed as President, East Siang District, NCP Unit.

SEPPA: Pige Ligu, the new Deputy Commissioner, East Kameng has called upon minister, MLAs, ZP Chairperson & HODs for a coordination meeting scheduled on July 17 next.

Meanwhile, the DC will hold another coordination meeting shortly with local officers, senior citizen, NGOs, market welfare association & student organisation pertaining to various issues concerning the district, reports DIPRO, Seppa.

 

APSU educational & awareness tour

ITANAGAR: All Puroik Students’ Union (APSU) in a meeting held today at Naharlagun has extended its support to All Puroik Welfare Society’s demands.

It also decided to conduct an educational tour cum social awareness campaign programmee in the entire Puroik inhabited areas under East Kameng, Kurung Kumey District and Papum Pare District from first week of August.

APSU and Capital Complex Puroik Youths Association (CCPYA) appealed all the teachers of the government schools of the Puriok areas to present in respective posting places.

Gambling - a social crime

Madam,

Women in the state Capital are busiest gamblers and men; their husbands are spectators of the games. The so called gambling, Boli, being played in a large scale, is turning to be a fashion and making the women addicted to it. Statistically, 63 per cent of the gamblers are Govt service holders, 27 per cent business women and 10 per cent are wives of politicians and Govt officers. Though no report of any offence among the gamblers has so far been reported, however, as per observations of common people, lot of disadvantages are found in this game.

One may come across the fact that every gambler has more than ten-thirty groups of gambling partners in different places of Itanagar and Naharlagun where she has to play this game with them round the clock. In this regard, her moral duty to serve as mother of kids lapses because of ‘no time’ and the kids are victimized on the pretext of gambling, creating disturbances with the family.

Since 63 per cent gamblers are Govt service holders, they always discontinue their charter of duty that leads to pending of Govt duty and harassment to public. It is because of this gambling, that bank officials minimized the amounts of cash withdrawal in all ATM servicing centers and the common people are being harassed unnecessarily. So the gambling is a cime, whatever nature and system of play it may be.

In a nation like India, there may have no law, which binds women from gamble any way. We orally assume that women’s gambling is a stigma, which is treated as a social crime, hence it is punishable. However, the Govt of Arunachal Pradesh, NGOs, students union etc may have different perspective on this but the state State Women Commission should initiate some measures to stop the rampant gambling among the women of the state. In addition to it, the Church leaders should organize a crusade against the gambling and against those addicted to it.

MoU violated

Madam,

Arunachal Pradesh Man Power and Project Consultancy Ltd does not follow the MoU signed between SSA Rajya Mission, Itanagar  and APMPCL.

The recent interview conducted by the APMPCL for the posts of IT facilitator and coordinator was not legal and not in accordance with the MoU. Salaries of the facilitator and coordinator and term of appointment for the IT facilitator are not in conformity with the MoU.

Moreover,  no advertisement was published in local media by the APMPCL for the appointment and the interview was conducted by single person.

As per the MoU the qualification of the IT facilitator must be graduate, BCA etc, but even the Class X pass candidate are appointed.

Therefore, we the IT facilitator of Arunachal Pradesh would like to appeal the education department to dismiss the APMPCL for not following the MoU.

Reconsider Panyor power project

Madam,

We, on behalf of the local people of Loko-Lumri village of Yachuli circle under Lower Subansiri district would like to draw the attention of the state Govt, particularly the secretary power that every year, the people of these two villages, under the banner of Loko-Lumri village boundary Committee (LLVBC), come forward to check the boundary in between the three rivers viz, Panyor, Pein and Pedy. It is learnt from news report that the PRIs questioned the Govt’s move to develop Panyor power project by M/s Raajratna Energy Holdings Pvt Ltd of Shimla, which started survey and investigation works in the area. We think this is the right step taken up by PRIs that needs to be appreciated. Further, we would like to inform that the land in between Pedy and Pein rivers is community land. There is no land of a particular person, whoever could trespass such land, and if found,  must be disclosed publicly and if necessary, he or she be booked as per law of the land. Such short of acts on the part of the person concerned who conceals the fact and misleads the Govt to sign MoA with the power developer should not be appreciated by an quarter.

Therefore, it is our humble appeal to the state Govt, particularly the secretary power to reconsider the MoA and cancel the same for public interest. Further, we would like to appeal to PRIs, GBs and general public residing nearby the river banks to come forward and oppose such move by the Govt undermining the local sentiments, without divulging the information.
